Originally, this custom was a tradition of the elite from the Imperial Court, and after a while it was also adopted by the Samurai class.

During the 18th century, because of frequent fires and rapid population growth, the green areas of Edo were diminishing rapidly.
The Shogun Tokugawa Yoshimune (1716-1745) solved the problem by ordering its subordinates to plant sakura trees in several areas in Edo (Asukayama, the banks of the Sumida River, Shinagawa Gotenyama, Koganei and on the banks of the Tamagawa water system).
During this period, the sakura viewing became a popular custom.
