During the 18th century, because of frequent fires and rapid population growth, the green areas of Edo were diminishing rapidly.
The Shogun Tokugawa Yoshimune (1716-1745) solved the problem by ordering its subordinates to plant sakura trees in several areas in Edo (Asukayama, the banks of the Sumida River, Shinagawa Gotenyama, Koganei and on the banks of the Tamagawa water system).
